Chapter I Notice of Prequalification

中国华电集团物资有限公司受中国华电集团公司（简称华电集团）委托，以公开招标资格预审的方式确定工业用进口阀门合格制造商入围名录。本次招标主要对关境外阀门制造商的企业规模、资质资格、产品设计、制造加工、质量控制、产品业绩、合同履约、商业信誉、售后服务，以及执行的技术标准等因素进行评审，通过资格预审的制造商将具备参与华电集团系统进口阀门及服务采购的竞争资格。在未来具体项目采购中，只有通过资格预审的合格的进口阀门制造商有资格参与采购。现邀请合格的关境外阀门生厂商参加投标。

China Huadian Logistics Co., Ltd. is commissioned by China Huadian Corporation (hereinafter referred to as “Huadian Group”) to determine the Qualified Manufacturers Directory of Imported Valves for industrial use by the method of public bidding and prequalification. This tender mainly evaluates the factors such as enterprise scale, qualification, product design, manufacturing process, quality control, product performance, contract performance, commercial reputation, after-sales service, and the implemented technical standards and so on of the valve manufacturers overseas, pre-qualified manufacturers will have the qualification to participate in the competition of Huadian Group System Imported Valves and Service Purchasing. In the future specific project procurement, only qualified imported valve manufacturers passing pre-qualification are qualified to participate in the procurement. Now we invite overseas qualified valve manufacturers to participate in the bidding.

IV. Qualification of Tenderer:

1、投标人是指响应招标邀请、已在招标人处领购资格审查文件并参加投标的法人或阀门制造企业。参加本项目的投标人应为有资质的关境外阀门及控制装置的制造企业，不接受任何形式的代理商参与竞标，任何未在招标人处领购资格审查文件的法人或阀门制造企业均不得参加竞标。

1. The Tenderers are those legal persons or valve manufacturers who response the invitation for bids, and have purchased Qualification Review Documents from the Tenderee and participated in bidding competition. The Tenderers who participating in this project shall be qualified manufacturing enterprises of valves and control devices overseas, do not accept any form of agents to participate in bidding, any legal person or valve manufacturers that have not purchased Qualification Review Documents from the Tenderee shall not participate in bidding.

2、除非另有规定，凡是来自与中华人民共和国有正常贸易往来的国家或地区（以下简称“合格来源地”），并是依照所在国或地区法律设立经过合法登记注册的、具有独立法人资格的公司法人，以及在法律上和财务上独立、合法运作、并有意愿与采购人直接建立采供合作关系的关境外阀门制造企业均可报名参加。

2. Unless otherwise specified, any overseas manufacturing enterprises of valves from the countries or regions (hereinafter referred to as the “eligible source region”), which have normal trade relationship with the People’s Republic of China, are established through legal registration in accordance with the law of the country or region, with independent legal person qualification of company legal person, and are legally and financially independent, with legal operation, and have the willingness to establish a cooperative relationship with the purchaser are welcome to register to participate in bidding.

3、与采购机构存在利害关系可能影响采购公正性的法人或阀门制造企业不得参加竞标。

3. The legal person or valve manufacturers that may affect purchasing fairness due to stake with purchasing organization may not participate in bidding.

4、接受委托参与项目前期咨询和资格审查文件编制的法人或其他组织不得参加受托项目的竞标，也不得为该项目的竞标人编制资格审查申请文件或者提供咨询。

4. The legal person or other organization that is entrusted to participate in early project consultation and preparation of Qualification Review Documents may not participate in bidding for the entrusted project, and may not prepare Qualification Review Application Documents or provide consultation for Bidders for the Project.

5、公司控股人或负责人为同一人或者存在控股、管理关系的不同公司或母子公司，应以控股公司或母公司名义申请入围，母公司应提供参与本次相关标段竞标产品生产的子公司或控股子公司的基本信息，如公司名称、国籍、注册地、生产地、开户银行信息、资产规模、主要产品、品牌、业绩（以中国境内为主）、通讯联络方式、公司情况简介等资料进行审查备案；未通过审查备案的产品品牌不得参与竞争。（相关分子公司的资质材料一同报送）。（单位负责人为同一人或者存在控股、管理关系的不同公司，不得参加同一标段的投标）。

5. The company with the same controlling shareholder or responsible person or different companies or parent-subsidiary companies in holdings or management relationship, shall apply for shortlist in the name of holding company or parent company, the parent company shall also provide the basic information of subsidiary or holding subsidiary participating in bidding products production of this relevant section for review record, such as company name, nationality, place of registration, origin of product, bank information, asset size, main products, brands, performance (mainly in the territory of China), communication method, company profile and other information; the product brand failing to pass the review for the record may not participate in competition. (Qualification materials of relevant constituent companies shall be submitted together). (The companies with the same responsible person or different companies in holdings and management relationship may not participate in bidding for the same section).

6、投标人还应具备以下条件：

6. Tenderers shall also meet the following conditions:

6.1 公司注册时间不少于10年，实收资本或净资产规模不低于100万美元。具有生产电力、核能、化工、石油天然气、煤矿等能源行业所需各种工况和恶劣环境下所需相关阀门及控制装置等产品的生产许可，同时具有ISO9000系列或等同质量保证体系认证书及年检记录。

6.1 Company registration time shall not be less than 10 years, and paid-in capital or net asset size shall not be less than USD 1 million. Have production license of relevant valves and control devices and other products required under various working conditions and severe environment in the production of electric power, nuclear energy, chemical industry, oil and gas, coal and other energy industries, and with certification and annual inspection records of ISO9000 series or equivalent quality assurance system at the same time.

6.2 投标人应具备履行阀门及控制装置生产所需的财务、技术、生产能力和圆满地履行合同的能力，具有良好的财务状况、足够的流动资金来承担相关合同设备的制造和供货。提供近三年（2014～2016财年）的财务报表，包括资产负债表、损益表、现金流量表。

6.2 The Tenderers shall have the financial, technical, production capacity required for implementing production of the valves and control devices and the ability to fulfill the contract satisfactorily, have good financial situation, sufficient liquidity to undertake the manufacture and supply of relevant contract equipment. Provide audited financial statements in the last three years (financial years from 2014 to 2016), including balance sheet, income statement, cash flow statement.

6.3 产品产地：参与投标产品应以欧美产地为主，参加采购竞争的产品应为本公司或所属分子公司生产的产品，不接受代理其它公司的产品参加采购竞争，也不接受在中国境内生产转到境外进行销售的产品。 投标人应提供产品产地的证明和承诺书。

6.3 Origin of product: the origin of products participating in bidding shall be mainly in Europe and the United States, the products participating in the procurement competition shall be the products produced by the Company or its branches or subsidiaries, it is unacceptable neither the agent of other company’s products to participate in the procurement competition, nor the products produced in China while sold abroad. The Tenderers shall provide the certificate of origin and letter of commitment.

6.4 产品业绩：投标人须提供最近五年（2012年01月01日～2016年12月31日）在国内或国外运行业绩（按阀门类型和机组规模分类统计，其证明文件应标明电厂名称、机组容量等级、投产日期、用户反馈意见等）；申请入围的产品，在近五年内的项目运行业绩应满足下表要求：

6.4 Product performance: the Tenderers shall provide operational performance at home or abroad in the last five years (January 1, 2012-December 31, 2016), (according to classification statistic of valve type and unit size, its certificate shall be marked with the name of power plant, unit capacity level, commissioning date, user feedback, etc.); the products applied for being shortlisted, its project operational performance in the last five years shall meet the following requirements:

6.5 具有良好的银行资信和商业信誉。申请人应提供银行开户行和账号信息；提供在过去履行合同中获得用户好评的证明。

6.5 With good bank credit and commercial reputation. The applicant shall provide bank account and account information, as well as the evidence of obtaining the praise of users in the past performance of the contract.

6.6 销售及售后服务能力。 投标人在中国关境内有可靠的售后服务能力，具备一定数量专业技术和商务人员，紧急情况下能通过电讯方式解决现场问题，并在24小时内到达现场。主要人员的资格：申请入围相关产品的技术培训人员及现场安装、调试和试验的主要技术人员，必须具有丰富的实际工作经验。 (提供中国境内的售后服务团队名称、负责人、技术、商务服务团队组织机构和人员构成，并提出响应承诺)。

6.6 Sales and after-sales service ability. The Tenderers have reliable after-sales service ability in the customs territory of China, with a certain number of professional technicians and commercial personnel, in case of emergency, can solve the field problems by means of telecommunication, and arrive at the scene within 24 hours. Qualifications of key personnel: the personnel of technical training of production of relevant products applied for being shortlisted and main technical guidance personnel of site installation, debugging and testing, must have rich practical experience. (Provide the name of the after-sales service team, responsible person, organization and personnel structure of technical and commercial service team within the territory of China, and also response commitment)

7、出现下列情况之一者，资格审查委员会将取消投标人审查资格：

7. In case of any of the following circumstances, the Credentials Committee will cancel the qualification of the Tenderer:

7.1、以经销商或代理商名义参加投标者；

7.1. Participate in the bidding in the name of distributor or agent;

7.2、未在规定时间递交投标文件，或递交的投标文件不符合招标文件要求的；

7.2. Fail to submit bidding documents within the specified time, or the bidding documents submitted do not comply with the requirements of tendering documents;

7.3、出现严重违规违纪行为，在过去的投标中，存在与其他投标人相互串通报价，或者以其他方式弄虚作假被政府有关部门正式通报的；

7.3. Severe violation of regulation or discipline, in past bidding, colluded with other Tenderers, or had been officially warned by relevant government authorities for employing trickery in other ways;

7.4、存在资格条件、业绩及产品产地造假等行为者；

7.4. The persons who fake qualification, performance and origin of products.

7.5、在近三年（2014年01月1日-2016年12月31日）内，产品因制造商原因，出现重大质量问题；或因自身原因未按期完成交货延误工期，并造成不良后果的制造商将被认为是没有资格通过评审入围的充分理由。

7.5. In the last three years (January 1, 2014-December 31, 2016), the products had major quality problems due to the reason of manufacturer; or the manufacturer failed to complete the delivery on schedule and delayed the progress of work, and caused adverse consequences due to its own reason will be considered sufficient reasons of ineligible for passing review and being shortlisted.

7.6、经常出现交货不及时，延误工期给需求方造成不良影响者；

7.6. The persons who are often late on delivery date, and delay the time limit for project, which have negative impact on demander;

7.7、对招标人提供的投标文件中的重要条款（Δ标注）不响应，提出实质性差异超过3个者；

7.7. The persons who do not respond the important terms (marked with Δ) in the bidding documents provided by Tenderee, and put forward more than 3 substantial differences;

7.8、公司处于被责令停业、财产被接管、冻结、破产状态；

7.8. The company is in the state of being ordered to suspend operation, property being taken over, frozen or in bankruptcy;

6.1、请申请人于2017年12月7日8:30至2017年12月15日17:00按下述办法购买资格审查文件。

6.1. The applicants can purchase Qualification Review Documents from Dec 7, 2017 to Dec 15, 2017 as follows.

6.2、资格审查文件售价：1000元人民币

招标文件的获取：

第一步：会员注册。请非会员投标人访问中国华电集团公司电子商务平台（http://www.chdtp.com ），完成企业信息提交及会员注册。客服电话：010-62228787-666，非工作日客服电话：18610999957。 

第二步：网上报名。登录中国华电集团公司电子商务平台（www.chdtp.com ）业务系统，点击菜单“电子招投标-招标公告”，勾选项目，点击“预审报名”，必须正确填写联系人、电话等信息。 
第三步：预审文件购买。登录业务系统，点击菜单“电子招投标-参与的项目”，勾选项目，点击“购买预审文件”，在线支付完成后，将自动开通预审文件的下载权限，投标人自行下载预审文件，费用不退还。请投标人提前开通网上银行支付功能，购买预审文件仅接受网银在线支付（CFCA）付款方式。 
第四步：CA数字证书申请。登录业务系统，点击菜单“数字证书管理-申请”，按要求申请数字证书。以便在加密上传资格预审文件、上传投标文件、提交招标质疑、开标签到、回复评标质疑、操作弃标等环节使用，否则无法参加电子招投标。
第五步：预审文件下载。登录业务系统，点击菜单“电子招投标-参与的项目-招标业务管理-业务主页”，下载预审文件和澄清文件。下载预审文件前，请在“维护开票信息”菜单填写开票信息。
第六步：离线投标客户端下载。登录业务系统，点击菜单“电子招投标-投标客户端下载”，下载投标客户端和操作手册等相关文件。

    投标商在中国华电集团公司电子商务平台（www.chdtp.com)及时准确的登记开票信息，具体操作如下：

    投标商登录电商平台→业务系统→电子招投标→开票信息登记→选择所需开票类型→准确填写税务登记号、公司地址、联系电话、开户行、开户账号并确认。

    如信息不准确将无法开据发票。

各投标单位必须参加华电集团供应商管理及评价活动并成为华电集团供应商网络成员，非网络成员将不能参加投标；请各投标单位访问中国华电集团公司电子商务平台（原中国华电集团公司招标与采购网）（http://www.chdtp.com），点击进入中国华电集团公司供应商管理及评价系统，按系统中要求的流程完成注册和资格信息填报等工作，下载标书及供应商评价活动请咨询下面电话 (入会咨询请与中国华电集团公司电子商务平台联系，电话：010-62228787-666)，其他同上。

每套标书收取费用，一经售出将不予退还。

1 递交资格预审申请文件截止时间(申请截止时间，下同)为 2018年1月 4日 9 时  分，地点为：待定。

2 逾期送达或者未送达指定地点的资格预审申请文件，招标人不予受理。

2 The Tenderee shall not accept the Prequalification Application Documents which are delayed or fail to be delivered to designated place.

3 有效递交资格预审申请文件的投标人不足三家时，招标人另行组织招标。

3 Where the Tenderers with effective submission of Prequalification Application Documents are less than three, the Tenderee shall organize another tender.

4在提交资格预审申请时，参加高容量等级的投标商如想同时参加较低容量等级标段的投标，应分别提交对应标段的资格审查文件。

4 Manufacturers in high capacity classification may simultaneously participate in the bidding section at lower capacity levels; provided that Qualification Review Documents requested by different levels are submitted respectively.
